    1. What are municipal sewage biosolids?

    Municipal Sewage Biosolids (MSB) are the treated, quality controlled, by-products of municipal sewage treatment. Wastewater from residential and industrial sources is treated at municipal treatment plants that are approved by the Ministry of the Environment Conservation and Parks (MECP).
     
    During this treatment, there are two main by-products: “effluent” or treated water, which is discharged back into a local water source, and “wastewater solids” which are further processed in digesters. When processing in the digester is complete and the material meets strict quality standards, it is called a biosolid.
     
    MSB are organic in nature and contain fertilizer constituents including nitrogen, phosphorus, micronutrients, and metals.

    2. How are municipal sewage biosolids treated?

    MSB are biologically stabilized materials from an approved treatment process. In Ontario, stabilization is usually accomplished by subjecting wastewater solids to anaerobic and/or aerobic digestion. Stabilization decomposes the solids, reduces odors and destroys most of the bacteria and pathogens in the material. The stabilized solids are defined as biosolids when the material meets strict quality criteria as set out in Provincial Regulation and is of benefit to agriculture soils and field crop production. Biosolids consist mainly of organic matter that is rich in plant nutrients. Some MSB are further processed through technologies such as dewatering, composting, lime stabilization and pelletizing.

    3. What are the preferred municipal sewage biosolids management options?

    The management options for Ontario MSB are landfilling (disposal), incineration (burning) and land application (beneficial re-use).
     
    Landfilling is not favoured because it is not environmentally sustainable – it uses up landfill space – and it is expensive. Further, there is a proposed provincial legislation requirement to exclude recyclable organics from Ontario landfills. Similarly, incineration is very expensive and raises public concern about air quality from emissions. In addition, residual incineration ash must also be disposed of by landfilling.
     
    Land application is environmentally sustainable and more cost effective. While landfilling and incineration waste the nutrient and soil conditioning value of biosolids, land application uses these properties to enhance soil fertility and crop growth. Land application is the preferred MSB management option and is used by more than 80% of Ontario municipalities.

    4. Is land application of biosolids safe?

    Yes. Over the past 40 years, no adverse effects on human or animal health, crop productivity or the environment have been documented in Ontario. The U.S. National Academy of Sciences, U.S. Environmental Protection Agency, European Union, Water Environment Federation, Canadian Federal and Provincial Governments, the University of Guelph and numerous academic institutions worldwide have conducted extensive, long-term research and have concluded that land application of biosolids, when practiced in accordance with responsible Regulations, is beneficial and poses minimal health or environmental risk.

    5. Is land application of municipal sewage biosolids regulated in Ontario?

    Yes. Ontario’s MSB program is regulated under both Regulation 347 of the Environmental Protection Act and Ontario Regulation 267/03also referred to as the Nutrient Management Regulation (NM Regs) of the Nutrient Management Act (NMA), 2002. The NMA defines MSB as a Non Agricultural Source Material (NASM) and is land applied with an Ontario Ministry of Agriculture, Food and Rural Affairs (OMAFRA) approved NASM Plan.

    6. Who enforces the Nutrient Management Act 2002, Ontario Regulation 267/03?

    The MECP enforces the NMA to ensure that land application practices comply with the requirements of the NASM Plan and the NM Regs. As part of their quality assurance program, land application sites are randomly inspected to ensure compliance with the NMA. This will ensure that all nutrients continue to be managed in an environmentally responsible manner with an enhanced science based approach to land applying nutrients.

    7. What is a NASM and a NASM Plan?

    A Non Agricultural Source Material – NASM, as defined by OMAFRA is any material containing nutrients that originate from off farm sources that will be used on the farm to supply nutrients in field crop production. Examples would include food processing waste, fruit and vegetable peels as well as paper fibre and MSB. NASM’s such as MSB can contain high amounts of plant available nitrogen and phosphorous as well as large amounts of organic matter and their usage and the amount applied is regulated through a NASM Plan.
     
    A NASM plan, approved by OMAFRA, is required in order to demonstrate agronomic requirements of the crop as well as the fertility benefit of the NASM in the farmer’s crop rotation. The NASM Plan is a detailed summary of all the nutrients provided from all sources including commercial fertilizer, manure and NASM. The agronomic and crop removal balance are part of the NASM plan and accounts for crop removal as well as for some soil build up depending on the nutrient. This enhanced scientific approach to NASM application prevents the over application of nutrients while protecting the soil, ground and surface water.

    8. Who can create a NASM Plan?

    A certified NASM Plan Developer can create a NASM plan. This individual must take a series of courses, pass an examination and prove competency by successfully completing two NASM Plan fictitious scenarios. After this process, OMAFRA will grant certification that has a lifespan of 5 years after which the process must be repeated. The certified NASM Plan Developer is competent in using OMAFRA’s NMan computer program that calculates the required addition of MSB to the farmer’s field based on his NASM Plan and fertility and cropping program.

    9. Who can land apply municipal sewage biosolids with an approved NASM Plan?

    A land application program can only operate with the cooperation of a number of parties in the business of protecting the environment; the generator (municipality), the contractor undertaking transportation and land application, and the farmer who all work together to implement the NASM Plan.
     

    The actual application of the material is conducted by individuals who have taken the OMAFRA Nutrient Management Technician’s course and successfully passed an examination to prove competency. These licensed Nutrient Management Technicians apply MSB at the specified application rate according to the farmer’s NASM Plan and are familiar with all areas within the field that are environmentally sensitive and where MSB cannot be land applied.

    10. Are there different types of municipal sewage biosolids land application?

    Land application can utilize a variety of forms of MSB such as liquid, cake, pellets and composted material. This material can be used in forestry or land reclamation but is primarily used for agricultural applications in field crop production. The majority of liquid MSB is injected into the soil while a small amount may be top spread and not incorporated when applied to a hay field or when applied to a field that is in no-till crop production. All MSB cake is incorporated into the soil within 6 hours of application as required by the NM Regulation.

    11. What other requirements are necessary prior to land application?

    Before MSB can be land applied the following are required:

    • Quality of biosolids analysis – the generator must test the biosolids at an accredited laboratory on a scheduled basis to ensure the material does not contain constituents that could harm public health, the soil, crops, livestock or the environment as specified in the NM Regulation- Sampling and Analysis Protocols
    • Site soil sampling and analysis – the soil must be sampled and analyzed at an accredited laboratory to ensure compliance with the NM Regulation specifically focusing on soil metals, pH and phosphorous levels
    • An extensive site inspection is completed by a certified NASM Plan Developer in order to create an accurate site map that is part of the NASM Plan. Site characteristics such as soil type and permeability, slope, depth to ground water, and separation distances from watercourses, wells and residences must be identified as well as other significant environmentally sensitive features
    • Contractor Systems Certificate – provided by the MECP indicating that the contractor satisfies defined requirements and operates in a safe manner. The Systems Certificate is a comprehensive document that also includes vehicle registration, insurance coverage, pollution clauses, training requirements, reporting procedures and day-to-day record keeping requirements

    12. Do biosolids contain pathogens?

    Yes. While wastewater treatment eliminates most pathogens, some still exist in MSB. There is a wide range of pathogens that could be in wastewater solids before it is considered stabilized; however, stabilizing the solids eliminates the majority of the pathogens. The remaining pathogens typically die off very quickly as they are unable to survive in the relatively cold, dry environment of agricultural soil. As an additional safe guard, the NM Regulation does not allow for livestock access to the application site or harvesting of certain crops for a specified period, and specifies separation distances to environmentally sensitive area such as watercourses and wells. 

    Evidence of the relatively benign nature of biosolids pathogens is readily available. Research on pathogen risk has concluded that the thousands of sewage treatment plant and biosolid industry employees enjoy the same level of health as the general public. Sampling of biosolids from various plants indicates that biosolids do not contain E. Coli 0157:H7, the strain that infected the Walkerton water system.

    13. Do Ontario municipal sewage biosolids contain metals?

    Yes, biosolids contain minute amounts of metals. It is important to understand that all soil including the soil in your backyard contains metals. It is also important to understand that many of the regulated metals are also micronutrients that are essential for plant growth as well as human and animal health. Copper, Molybdenum, Nickel, Zinc, and Selenium are important for plant and animal development and can be found in most multivitamins for human consumption.

    14. Are the metals and pathogens in biosolids dangerous when applied according to the Nutrient Management Regulation?

    Yes. MSB are tested for metals and pathogens to ensure that constituent levels are not dangerous to human or animal health, crop productivity or the environment. Contaminant levels and application rates are set by OMAFRA, MECP and Ministry of Health and Long Term Care, and monitored by the MECP. MSB that have any materials that exceed the established safe levels cannot be land applied – they must be incinerated, land filled or disposed of in another manner.

    As documented in an OMAFRA research paper, - Analytical Results, Findings and Recommendations of the 1995 OMAFRA Sewage Biosolids Field Survey, the land application of MSB adds such a small amount of metals to the soil that it has little impact on the level of the soil’s naturally occurring soil metal level even after multiple applications of MSB.

    15. How do contaminants get into the municipal sewage biosolids?

    Organic and inorganic contaminants enter sewers from both domestic and industrial wastewaters. Domestic contributions are derived mainly from human foodstuffs and household chemicals. Industrial contributions are derived from industrial processes and are controlled through strictly enforced sewer use bylaws that restrict and monitor the amount of contaminants entering the sewer system. Regular analytical testing is conducted by municipalities to ensure levels are not exceeded. Industrial process discharges into municipal sewer systems are minute compared to domestic discharges. For example, in the City of Toronto, less than 5% of the total daily flow results from industrial processes.
     
    Modern treatment processes and strict controls on discharges to sewers contribute to high quality, recyclable biosolids. Detailed studies show that organic contaminant concentrations, including dioxins, PCB’s and furans in Ontario biosolids, are at such low levels that quality standards are not required. These concentrations are far less than United States regulatory standards. Concentrations of inorganic contaminants, such as metals, are also low and to ensure public safety, metals standards are required and are included in the NM Regulation.

    16. What happens to metals that are added to the soil?

    Many of the metals (e.g., manganese, iron, zinc, copper, boron, and molybdenum) are micronutrients required for crop development. These metals are natural and necessary components of healthy plant growth and are absorbed by the plants. Selenium and Cobalt are important for animal health, including humans, and aid in the adsorption of vitamins.
     

    Other metals (e.g., arsenic, cadmium and chromium) serve no known biological function. They form insoluble precipitates on the MSB and soil materials. There is very little tendency for them to be taken up by plants or to migrate to surface or groundwater.
     
    The metal additions and loading limits in Ontario soils as regulated by the NM Regulation are very conservative. Experiments conducted by the University of Guelph, OMAFRA and the Federal Wastewater Technology Centre, show no detrimental crop or environmental effects even where metal loadings were several times the Ontario Regulation limits for MSB. These findings are consistent with the results of numerous international studies and it has been concluded that the Ontario limits are protective of public health, soil quality, livestock and the environment.

    17. What is the agricultural value of municipal sewage biosolids?

    MSB contain a wide range of materials that are of agricultural value. As a fertilizer equivalent, the nitrogen and phosphorus in biosolids has a value of approximately $400-1000/hectare. MSB also add micronutrients, important for crop growth. The high organic matter levels in MSB also improve soil tilth, moisture retention and permeability while reducing the potential for wind and water erosion. The present Ontario MSB program saves farmers approximately $8 million annually in fertilizer cost. This is a significant contribution to the agriculture sector of the Ontario economy.

    19. When is municipal sewage biosolids land applied?

    MSB are not applied during the winter and must be applied between April 1st and November 31st as regulated by the NM Regulation. During the winter, MSB are stored by the municipality either at the wastewater treatment facility or in a specially designed storage facility. MSB are land applied during the spring, summer and fall depending on weather and cropping schedules.

    20. What crops are suitable for municipal sewage biosolids land application?

    MSB are well suited for field crops such as corn, cereals, canola, soybeans, hay, pasture and sod, as they all require specific amounts of nitrogen and phosphorous for healthy growth and optimum yield.

    21. What are the requirements for record-keeping?

    Accurate computerized records are kept of exact application site locations; rates of biosolids application; soil pH and phosphorus levels; farmers’ names and addresses; sources and quality of MSB. OMAFRA’s NMan computer program tracks the nutrient and metal additions to the soil and determines when MSB can be land applied, again to a farm with an existing NASM Plan. These records are maintained by the contractor, municipality, MECP and the farmer.

    Chemical Cleaning

    What we do

    Our expert technicians clean, decontaminate and remove build-up in your equipment, tanks and vessels.

    We use different methods of cleaning to do a thorough job, while preserving your equipment:

    • Vapour cleaning uses steam to decontaminate and de-gas in a single step. This method can be completed during a plant steam-out to reduce downtime.
    • Chemical circulation fills equipment with chemicals to dissolve contaminants with full surface contact. We use heat exchangers, filters and reverse-flow manifolds to increase performance.
    • With foaming, light particulate is entrapped in a foam phase and is rinsed away. For scale removal, we use foam with acidic properties. This method is ideal for delicate equipment.
    • Orbital jets with a 360-degree radius use high volumes to clean tanks and vessels. The jets operate at low pressures to preserve internal coatings and can be used with various chemistries.

    Dredging & Dewatering

    What we do

    We dredge ponds, lagoons, storage outlets and other bodies of water to remove bottom sediment and sludge. Once removed, we use centrifuge or geo-bag technology to separate water from the solid material.

    In rare cases when dewatering isn’t an option, we dispose of the sludge in an environmentally responsible way. We recover and recycle as much usable material as possible to reduce the volume and costs of waste for disposal.

    How we do it

    First, we sample and analyze the strength, nature, density and size of the particulate in the waste, so we can create an effective system that meets your specific requirements. Whatever the solution, our full fleet of large, small and multifunctional dredges means we can tackle any type of sludge, at any depth, in any climate.

    At the dewatering stage, we use a range of pumps, centrifuges, filter/belt presses and geotextile bags. Often, we’ll add polymers to the sludge to destabilize it and increase particulate size, so we can filter solids out more easily. We dispose of the remaining dewatered solids safely, as required.

    What we do

    Through our hazardous waste processing facilities and mobile field service operations, we deliver custom Household Hazardous Waste (HHW) management services that include collection, processing and recycling. We are well equipped to process paints, solvents, pesticides, motor oil and gasoline, fluorescent lighting, batteries, pharmaceuticals, acids, bases and aerosols.

    Beyond collection and disposal, Terrapure hosts dedicated HHW collection days for municipalities, manages HHW depots, and provides education and training to municipal staff.
